Congressional Republicans Back Trump's Proposal to Replace Affordable Care Act

American lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the impasse appeared to recede as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Growing Impact of Government Shutdown

The impact on Americans from the longest shutdown of the US government in history worsened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Plan from Florida Resort

As weekend session got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Endorsement

Several Republican senators welcomed the plan, which is comparable with a alternative for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Democratic senators expressed concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been rejected by the public and Congress."

Another lawmaker responded to the criticism of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "require another path forward" after Republicans turned down an proposal to restart the government and extend the payments for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the long-term of the subsidies.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican legislators need the backing of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Some observers suggested that the core of such a proposal would remove the ACA's mandate that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that failed to secure enough backing in 2017.
